وَإِذَا تُتْلَىٰ عَلَيْهِمْ ءَايَٰتُنَا بَيِّنَٰتٍ قَالَ ٱلَّذِينَ كَفَرُوا۟ لِلْحَقِّ لَمَّا جَآءَهُمْ هَٰذَا سِحْرٌ مُّبِينٌ
"When Our verses are recited to them as clear signs, those who disbelieve say of the truth when it comes to them: 'this is plain magic'."
The same root, in the same sentence, in two opposed verdicts. I record this as an observation about the word order: the clarity is granted by both sides; the dispute is over what the clear thing is. The other side does not say "we do not understand"; it grants the effect and rejects the source.
The same stance had been recorded at al-Qamar 54/2 as well (wa in yaraw āyatan yuʿriḍū wa yaqūlū siḥrun mustamirr); it was treated in al-Qamar.
أَمْ يَقُولُونَ ٱفْتَرَىٰهُ — the second objection: "he made it up". The answer leaves the consequence upon the one who objects: qul ini'ftaraytuhū fa-lā tamlikūna lī mina'llāhi shayʾā — "if I have made it up, you cannot protect me against God."
