لَخَلْقُ ٱلسَّمَٰوَٰتِ وَٱلْأَرْضِ أَكْبَرُ مِنْ خَلْقِ ٱلنَّاسِ وَلَٰكِنَّ أَكْثَرَ ٱلنَّاسِ لَا يَعْلَمُونَ
"The creation of the heavens and the earth is surely greater than the creation of mankind; but most people do not know."
The verse sets up a comparison, and the work of the comparison is to furnish a proof of the resurrection: can the one who made the greater not make the lesser?
The same proof was built with the same structure at al-Aḥqāf 46/33 (a-wa-lam yaraw anna'llāha'lladhī khalaqa's-samāwāti wa'l-arḍa wa lam yaʿya bi-khalqihinna bi-qādirin ʿalā an yuḥyiya'l-mawtā). I rely on that treatment.
The difference here must be recorded: in al-Aḥqāf the sentence was in the form of a question, here it is a statement. And a note is added at the end: wa lākinna akthara'n-nāsi lā yaʿlamūn — most do not know.
وَمَا يَسْتَوِى ٱلْأَعْمَىٰ وَٱلْبَصِيرُ وَٱلَّذِينَ ءَامَنُوا۟ وَعَمِلُوا۟ ٱلصَّٰلِحَٰتِ وَلَا ٱلْمُسِىٓءُ — "the blind and the seeing are not equal…"
The same inequality was built with different words at al-Jāthiya 45/21 (am ḥasiba'lladhīna'jtaraḥu's-sayyiʾāti an najʿalahum ka'lladhīna āmanū). The two sūras make the same refusal by two different comparisons: one the equating of life and death, the other of seeing and not seeing.
