وَكَذَٰلِكَ أَنزَلْنَٰهُ ءَايَٰتٍۭ بَيِّنَٰتٍ وَأَنَّ ٱللَّهَ يَهْدِى مَن يُرِيدُ
The verse closes the second block. One of the three grounds refused in the eighth verse was kitābin munīr (an illuminating book). The sixteenth verse reports that that book has been sent down.
I record this as an observation about word order, and its ground is the shared vocabulary of the two verses: munīr (illuminating) and bayyināt (clear) do the same work. What was lacking in the eighth verse is therefore supplied in the sixteenth: the ground is not absent — it has not been taken up.
