ٱلَّذِينَ ءَامَنُوا۟ وَتَطْمَئِنُّ قُلُوبُهُم بِذِكْرِ ٱللَّهِ أَلَا بِذِكْرِ ٱللَّهِ تَطْمَئِنُّ ٱلْقُلُوبُ
"Those who believe — their hearts come to rest in the remembrance of God. Know that it is in the remembrance of God that hearts come to rest."
The root ط-م-ن was analysed at al-Baqara 2/260 (to settle, to come to rest in its place; the picture the lexicographers record of sitting down into a hollow and being fixed there) and the difference between belief and iṭmiʾnān was recorded there: the one is acceptance, the other a settling inward. I rely on that treatment.

In the second sentence there is fronting: bi-dhikri'llāhi has been brought forward. In Arabic this conveys restriction: not with anything else.
