2/215 — The question is "what", the answer "to whom"
"They ask you what they should spend. Say: whatever good you spend, let it be for parents, near relatives, orphans, the poor and the wayfarer."
The question is what: mādhā yunfiqūn — "what shall we spend?" The answer is to whom: parents, near relatives, orphans, the poor, the wayfarer.
The answer does not give what the question asked for. No amount or kind is stated; instead an address is enumerated.
I record this as an observation about the word order: the question is framed as "what will leave my hand", the answer is given as "into whose hand it will pass". The verse takes spending out of the giver's reckoning and attaches it to the need of the one who receives.
And the order is worth recording too: it begins with the nearest — parents, then near relatives, then the orphan, the poor, the wayfarer. The circle widens. The same ordering was present at verse 177; the two verses set up the same arrangement.
وَمَا تَفْعَلُوا۟ مِنْ خَيْرٍ فَإِنَّ ٱللَّهَ بِهِۦ عَلِيمٌ — the closing does not reopen the question of amount: it is said that what is done is known.
